Yes glass as in glass cup 
As a matter of fact they are already being made in Israel ( http://optics.org/articles/news/9/10/10/1 ) and there is a smaller slower device being made by a Japanese company. There may be others in the making I am unaware of. Not so silly of an idea huh!
CPU's that use photons
Current mass technology still uses electrical charges and flows.
That would be quite a way off, the article that you brought up is actually talking about a DSP not a CPU. Yes a DSP is a microprocessor, but one that is made to do a very limited and are usually used as the to convert an output signal to what the input device requires.
Several other technologies that are being worked on are copper basied processors because the have much less resistance then silicon they will be able to obtain higher clock speeds and emit less heat. There are also advancements being made on a daily basic in quantium computing.
